William Henry Ray, born 14 December 1812 in Amenia, New York, was a Rushville businessman. He was elected as a United States Representative from Illinois, a Republican, to the Forty-third Congress of 1873-1875, serving one term before returning to Rushville, where he died 25 January 1881.1
The brick structure behind Congressman Ray's monument is the Wilson crypt.
